Five-case business cases, option appraisal and rail forecasting provide the technical centre of this consultancy post. The role applies HMT Green Book, DfT TAG and PDFH methods, oversees demand, revenue, benefits, cost and risk modelling, and manages proposals, clients and project finances across public and private transport organisations. The contract is permanent.

What You'll Work On

  • Develop strategic, economic, commercial, financial and management cases for transport projects, applying HMT Green Book, DfT TAG and local requirements.
  • Undertake rail demand and revenue forecasting using PDFH methods, alongside benefits, cost, risk and environmental appraisal.
  • Define appraisal strategies, select tools and models, and oversee assurance, peer review and value-for-money assessments across complex transport assignments.
  • Lead Pre-SOC studies, corridor strategies, optioneering and feasibility work with modelling, design and consultation specialists for client programmes.
  • Manage proposals, work packages, client relationships and project finances across government, combined authority, council, operator and developer assignments.

What They Are Looking For

  • Technical: Relevant technical capabilities include strong understanding of appraisal tools such as TUBA, COBALT and AMAT, plus rail-demand methods including PDFH and MOIRA.
  • Experience: A track record developing transport business cases across multiple modes is sought; rail business-case experience is particularly desirable.
  • Qualification: A relevant degree and project-management experience in a client-facing environment are sought.
  • Preferred: Chartered Transport Planning professional status is advantageous, and hands-on MOIRA experience is desirable.
  • Stakeholder: Relevant stakeholder skills include strong written, numerical and presentation skills for client and multidisciplinary project environments.
