Significant procurement or sourcing experience in regulated infrastructure is the central requirement for this Band 3 role. You’ll shape category strategies, business cases and complex competitive tenders through contract award, working across rolling stock, highways, corporate services and construction portfolios. The permanent Palestra position pays £60,000 and follows TfL’s 50% office/home hybrid pattern; applications close 3 October 2026.
What You'll Work On
- Develop category and sourcing strategies that align procurement routes, commercial models and tender plans with TfL’s operational and investment objectives.
- Lead complex competitive procurements from market analysis and business case development through negotiation, governance approval and contract award.
- Advise technical, operational, legal and finance stakeholders on supplier markets, contracting options, public-procurement compliance and value-for-money decisions.
- Evaluate supplier proposals and negotiate commercial agreements across rolling stock, highways, corporate services, construction and urgent category-delivery requirements.

What They Are Looking For
- Experience: Significant commercial, procurement or strategic-sourcing experience, including complex end-to-end procurements in regulated infrastructure, transport, engineering or utilities.
- Experience: Applicants need strong judgement across sourcing strategy, commercial models, negotiation and value-for-money assessment.
- Stakeholder: Proven ability to influence and challenge senior technical, operational, legal and finance stakeholders.
- Experience: Applicants need working knowledge of public-sector procurement regulations and controlled tender processes.
