The UK transport skills shortage is often viewed as a recruitment problem, but workforce data and evidence from specialist recruitment platforms suggest career discovery and employer visibility may also play an important role. Rail is only one part of the picture: passenger mobility is becoming increasingly digital, transport authorities need new technology capabilities and shared, on-demand and autonomous transport are creating new combinations of transport and technology skills. Parts of the industry have traditionally recruited from established pools of sector experience, but demographic change and technological transformation mean relying on that alone may become increasingly difficult. Passenger mobility is a large and diverse ecosystem, but its employment market is not particularly easy to understand from the outside. Most people recognise major train operators, bus companies or organisations such as Transport for London. Far fewer could name the software businesses building scheduling systems, the companies providing ticketing and payment technology, the consultancies advising transport authorities, or the businesses developing demand-responsive transport, shared mobility or autonomous passenger systems, yet these organisations collectively help modern passenger transport function.

That matters for recruitment. You cannot search for an employer you don't know exists.

Rail jobs are often discovered within rail. Bus careers are found through operators and sector channels. Transport authorities recruit independently, mobility technology companies compete for people within the broader technology market and autonomous mobility businesses may compete for engineers with automotive, robotics and AI companies.Yet all of these organisations contribute to the same fundamental outcome: enabling people to move.

For candidates, that fragmentation creates friction: someone working in rail may never discover an opportunity in mobility software and a technology professional may never realise their skills are relevant to public transport. What Happened When a Specialist Job Board Removed 88% of Its Jobs?

In October 2025, UK specialist job-board operator Niche Jobs made a series of major changes across four healthcare and social-care recruitment platforms. It migrated the sites to new technology, restricted access from more than 100 countries where traffic was considered less relevant, removed duplicate job listings and eliminated its CV-registration wall. More importantly, it specialised the jobs appearing on each platform.

On Nurses.co.uk, the company removed all non-nursing roles, reducing the site's job volume by 88%. Around 5,000 non-nursing jobs were removed. Niche Jobs reports that search visibility subsequently strengthened. Within three months, Socialcare.co.uk's Google Search impressions increased from approximately 3,500 to 7,000 per day, while Healthjobs.co.uk increased from around 5,000 to 13,500 impressions per day. There is an important distinction here. The case study does not prove that fewer jobs caused better hiring outcomes, several changes were made simultaneously (technology migration, geo-blocking, taxonomy improvements, application-flow changes) and the published article doesn't provide comparative hire quality or placement data. What it does demonstrate is that substantially reducing and specialising vacancy inventory strengthened visibility and Niche Jobs is explicit that the strategy reflects a belief that recruitment will increasingly prioritise quality applications over volume clicks.

Taxonomy Matters

One particularly relevant aspect of the Niche Jobs case study is the role of structure. The company says its new technology enabled it to expand its taxonomy and introduce AI-based job classification, so roles could be categorised more consistently and richer, more relevant pages could be created.

Taxonomy can sound like back-end infrastructure, but for candidates it determines whether opportunities can be discovered at all. A project manager within passenger mobility might work for a railway operator, transport authority, mobility software company, ticketing provider, bus operator, autonomous mobility business or specialist consultancy, a range that searching purely by job title doesn't reveal. Structuring opportunities around sectors, organisations and technologies helps someone understand not just which vacancies exist, but where their skills might take them, particularly important if an industry needs to attract people from outside its established talent pools.

From Job Search to Career Discovery

Traditional job search depends heavily on existing knowledge.Most searches begin with an employer, role, location or sector the candidate already recognises, which creates an inherent limitation. Career discovery works differently: it helps people identify employers, sectors and opportunities they may not already know exist. A person might begin by looking at rail opportunities and discover transport technology roles, explore a transport authority and discover the companies supplying software to it, or discover an organisation first and only then realise it is recruiting. This potentially expands the labour market rather than simply competing for candidates already searching for the same known employers and vacancies.

Discovery Is Changing in the AI Era

It's still emerging behaviour, but it suggests discoverability is no longer only about ranking a vacancy page for a conventional search query.

Large general job platforms will remain important, their scale provides enormous reach. But specialist platforms can potentially solve a different problem: not how many people can we show this vacancy to, but how many relevant people can we help discover this opportunity.
