Procurement Manager

Transport Focus London / Manchester, United KingdomHybridContract

Key Notes

End-to-end public-sector procurement ownership spans planning, market engagement, tendering, award, mobilisation and supplier management across Transport Focus. The 12-month fixed-term role may become permanent, pays £40,000–£50,000 and requires at least two office days per week, with travel between London and Manchester. Desired experience includes regulated or public-sector procurement work and Procurement Act 2023 knowledge; no closing date is published.

What You'll Work On

  • Lead procurement activity from planning and sourcing through tender evaluation, award, mobilisation and supplier management.
  • Translate internal requirements into specifications, sourcing strategies, evaluation criteria and procurement documentation.
  • Advise colleagues on compliant routes to market, including public-sector frameworks and Procurement Act 2023 requirements.
  • Draft and negotiate contract documentation and maintain procurement records, decision logs and audit trails.
  • Monitor procurement pipelines, spend and supplier performance while supporting governance, spending controls and commercial assurance.

Why This Role Matters

  • Transport Focus’s purchases of goods and services are subject to public-procurement rules, so sourcing and contract decisions determine whether expenditure follows compliant routes to market.
  • Budget holders and project teams rely on procurement advice before supplier commitments are made, making commercial-risk and value-for-money analysis material to how contracts are structured and awarded.

  • Preferred: Procurement, commercial, category-management or contract-management experience in the UK public sector or a regulated environment is sought under Desired experience.
  • Preferred: Working knowledge of the Procurement Act 2023, public-procurement principles, frameworks and competitive processes is sought under Desired experience.
  • Preferred: Experience preparing procurement plans, specifications, tenders and evaluations is sought under Desired experience.
  • Preferred: Confidence advising non-procurement colleagues, clear communication, organisation and commercial judgement are sought under Desired experience.
  • Preferred: CIPS Level 4, progress towards CIPS or equivalent commercial experience is described as ideal.
