What You'll Work On

  • Develop and implement category strategies aligned with Combined Authority priorities and measurable commercial outcomes.
  • Lead complex sourcing and procurement activity from market engagement through tendering and contract award.
  • Build stakeholder relationships across transport, infrastructure and wider public programmes to identify requirements and improvement opportunities.
  • Deliver savings, efficiencies and social-value outcomes while ensuring Procurement Act 2023 and internal-governance compliance.
  • Help modernise the procurement function through category-management best practice, new systems, process improvement and commercial innovation.

  • Stakeholder: Challenging senior decisions, negotiating with suppliers and influencing internal and external stakeholders are essential.
  • Technical: E-procurement and Microsoft Office experience, particularly Word, Excel and presentation software, are essential.
  • Qualification: Relevant qualification routes include CIPS Level 6 or equivalent with public-sector procurement experience, or willingness to work towards the required Level 6 qualification.
