Where Mobility Growth Is Actually Happening

The strongest signals in mobility are no longer coming from generic consumer apps. They're in rail, ERTMS, autonomy and public transport infrastructure. What our directory data reveals about where the work actually is in Europe.


Rail, autonomy, Sweden and the consumer mobility problem

Mobility used to be sold as an app problem.

Open your phone, compare every mode, pay once, move seamlessly across a city. Nice idea. The reality is less shiny and more useful.

The strongest signals in mobility are no longer coming from generic consumer layers. They are coming from deeper in the system: rail, ERTMS deployment, autonomy, public transport infrastructure, operational software and the organisations that make real networks function.

Our directory data shows the split clearly.

In the European analysis, 65.6% of open roles are concentrated in the top ten companies by role volume, largely across infrastructure, rail, industrial systems and public transport.

  • Public Transport represents 18.1% of tracked organisations but 51.8% of jobs.
  • Passenger Mobility Platforms represent 23.6% of tracked organisations but only 5.2% of jobs.
  • Micromobility represents 11.7% of tracked organisations but only 1.5% of jobs.

Micromobility is useful, but too narrow by itself

Micromobility still matters. Shared bikes, e-bikes and scooters help with short trips, first-mile and last-mile access.

The problem is not the use case. The problem is the standalone business model.

Micromobility is asset-heavy, city-by-city, regulation-sensitive and exposed to maintenance, vandalism, weather and charging logistics. The sector has already been through a correction notably Brussels has joined the European cities banning shared e-scooters (source).

Our hiring data reflects that correction. Micromobility has visibility, however a more likely future for this primary sector are companies attaching itself to a pre-existing wider distribution layer. A scooter is a good product. It is not an ecosystem.

Generic MaaS has the same distribution problem

MaaS promised one app, multiple modes, one payment and a clean passenger experience.

The idea still makes sense. The problem is defensibility. A generic MaaS company that does not own supply, ticketing access, payment rails, procurement channels or mass consumer distribution is vulnerable to becoming a feature inside someone else's product.

Google, Apple, Uber, national rail operators, public transport authorities, banks and payment providers all sit closer to the passenger relationship in different ways. A better interface is not enough if someone else owns the behaviour.

European policy can help, but it cannot perform miracles. The European Mobility Data Space is intended to improve access, pooling and sharing of mobility data, and EU digital policy describes it as a framework for interoperability (source).

That can help smaller firms build services. But open data does not automatically create a moat. If everyone gets access to the same pipes, distribution still wins. Policy cannot force passengers to download the seventh app to do what their phone already does.

eVTOL is becoming a different story

Advanced air mobility is not dead, but the consumer air-taxi narrative is weaker than it was. The barriers are obvious: certification, vertiports, airspace integration, noise, pricing, safety assurance, aircraft economics and public acceptance.

The market has started to separate hype from harder commercial reality. Lilium's German subsidiaries moved into insolvency after funding problems, and Volocopter also filed for insolvency proceedings after struggling to secure new capital (source).

More recent examples include Irish Start Up MANA who recently ceased delivery operations in Ireland due to planning being refused for a new facility (source).

At the same time, the defence and dual-use pull has grown in leaps and bounds amid geo-political events creating huge demand. Archer announced a partnership with Anduril on a hybrid VTOL military aircraft, Joby disclosed work with L3Harris on a hybrid VTOL aircraft for defence applications, and Y Combinator has called for startups working on drone defence (source, source).

So the better conclusion is not "eVTOL failed". It is that consumer eVTOL is no longer the clean mobility story. Advanced air mobility is shifting toward aerospace, autonomy, defence, logistics, certification and infrastructure.

Rail and autonomy are where the signal hardens

Rail and autonomy sit closer to structural demand.

Europe needs capacity, interoperability, decarbonisation and safer rail operations. The EU's TEN-T framework says ERTMS will be deployed across the entire TEN-T network as the single European signalling system, with national legacy systems phased out (source).

That creates demand for signalling engineers, software specialists, systems assurance, cyber-secure operations, project delivery, rolling stock integration and safety-critical technology.

This is why Germany stands out. In our directory, Germany has 40 tracked companies, 35 hiring and 9,562 maximum open roles. The signal is driven by rail, public transport systems, industrial mobility and infrastructure, not consumer apps. Germany best supports the thesis that European mobility growth is sitting in hard systems.

France is also strong, with 42 tracked companies, 25 hiring and 7,955 roles, but the market is more concentrated around industrial and infrastructure players.

The UK is broad but weaker proportionally: 73 tracked companies and 2,430 roles, with a fragmented ecosystem and no single obvious hiring engine like the others. North America has the strongest regional role volume, but it is heavily US-led and concentrated around scale players.

The surprise is Sweden. Sweden has 13 tracked companies, 12 hiring and 1,373 roles. That is the strongest proportional hiring signal in the European analysis, and it is broad rather than dependent on one employer. The signal cuts across public transport organisations, platforms, operations software and micromobility. A broad hiring base is healthier than one loud company carrying the room like a founder at a demo day.

The conclusion: distribution beats interfaces

The clearest lesson is simple: consumer mobility does not work unless it owns distribution.

Micromobility is useful, but too narrow alone. Generic MaaS is elegant, but weak without control of demand, supply or ticketing. Consumer eVTOL is exciting, but increasingly less convincing as a pure passenger mobility story.

The stronger signals are deeper in the stack: rail, ERTMS, autonomy, operational software, public transport systems, infrastructure and public-private delivery.

That may be less glamorous than another app promising seamless urban freedom. It is also where the work is in Europe.

Mobility is not just the interface for movement. It is the system underneath it: the signalling, software, operations, governance, vehicles, data and infrastructure that decide how people move.

Right now, that system is being shaped.
